The bill (Reg. No. 8640), submitted by the Cabinet of Ministers, introduces special-use current accounts for payments for investment operations.
The bill defines the concept "investment program." Under the bill, "investment program is a complex of actions, ratified under the established procedure, to improve reliability and to support effective work of the systems of centralized water supply and discharge, which covers the obligations of the economic entity in the sphere of centralized water supply and discharge as to construction (reconstruction, upgrade) of facilities, improvement of services, with respective sources of funding and schedule of implementation."
The committee members supported the legislative initiative. However, the People´s Deputies recommend the Verkhovna Rada to consider the bill on amendments to several laws of Ukraine (re regulation of investment operations in the sphere of public utility services) under Reg. No. 9033 together with the bill on amendments to the law "On Public Utility Services" (re regulation of investment operations in the sphere of public utility services and improvement of tariff making mechanism) under Reg. No. 8640, and combine these bills before scrutinizing them in the second reading.
